In plain English

Ofcom, the UK communications regulator, wants an outside company to run its employee benefits scheme from July 2027 for up to five years. This covers managing enrolment and payroll reporting, and running an online platform where staff choose and review their benefits.

What the buyer wants

• Run the full benefits cycle: annual and in-year enrolment, monthly payroll deduction and provider reporting, pension re-enrolment every three years, and first-line staff queries. • Provide and maintain a secure cloud benefits platform with single sign-on, online Total Reward Statements, and a tool that models the cost of benefit choices, including tax and National Insurance effects. • Deliver responsive customer support by email, web and phone, plus benefit reporting, management information and analytics for Ofcom.

Likely requirements

Our reading of the notice. Always check the tender documents.

A small firm would most likely be disqualified by not having an established, secure cloud benefits platform with single sign-on and payroll integrations, or by being unable to evidence compliance with Ofcom's security requirements and the scale of service over five years.
