In plain English

United Utilities, the water company for the North West of England, wants to set up a panel of approved contractors to carry out Operational Technology (OT) build work at its water and wastewater sites. OT means the control systems, sensors and networks that run treatment works, pumping stations and pipe networks. The panel is worth about £20 million in total, and appointed firms may then bid for individual jobs.

What the buyer wants

• Suppliers must pass a pre-qualification questionnaire (COPQ) covering their experience, capability and safety before they can progress. • Shortlisted suppliers then go through a negotiation stage (ITN) to be considered for a place on the framework. • Once on the framework, suppliers would install, integrate and commission OT systems across water and wastewater sites, and may be invited to compete for individual call-off contracts.

Likely requirements

Our reading of the notice. Always check the tender documents.

Most small businesses would be ruled out by the requirement to prove prior experience of OT build work on water or wastewater assets, combined with the scale of a £20 million multi-supplier framework and its competitive negotiation stage.

How to bid

This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
