East Renfrewshire Council is setting up a flexible framework of providers for local employability support, which will reopen at least annually. Being on the framework does not guarantee work: contracts are called off over time through mini-competitions or direct awards, the lots depend on securing funding, and the council may deliver some services in-house.
What the buyer wants
• Deliver personalised employability support for jobseekers from priority groups, including motivation, confidence, personal development, one-to-one support, mentoring, group work, core skills, health, wellbeing and financial support, with some structured, accredited and project-based activities. • Identify the barriers that stop people taking part in employability support, and set out the strategies and approaches you would use to help them overcome those barriers, working in partnership. • Demonstrate significant understanding and experience of this work, and show the impact your support has had on participants.

Requirements
What could rule a small business out: The notice requires bidders to show significant experience of identifying barriers to employability and to demonstrate the impact of past support, so a small business without a track record in this area could be ruled out, and the master ITT must be completed before any lot can be bid for.
