Sets up a framework (suppliers apply to join)

In plain English

Transport for London is setting up a framework, which is a pre-approved list of suppliers, for architecture, urban design and planning services worth about £45 million in total. Once on the list, firms can be called on for work across six areas, including masterplans, housing, public spaces, landscapes, commercial buildings and long-term city planning. The framework can also be used by London boroughs, the Greater London Authority, housing associations and other public bodies.

What the buyer wants

• Suppliers must apply to join the framework and be accepted onto it before any work is awarded. • Successful firms would then bid for specific projects, which could range from early strategy and research to detailed design and construction support. • The work is design-led, so firms need proven experience in the lot or lots they apply for, such as housing, public realm, landscape or masterplanning.

Likely requirements

Our reading of the notice. Always check the tender documents.

The framework is large and multi-lot, so it will likely require a proven track record of delivering comparable projects for public sector clients, plus financial strength and capacity to take on work across London, which may rule out smaller practices that lack recent large-scale experience.

How to bid

This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
