In plain English
Valleys to Coast Housing is setting up a framework, a list of pre-approved building contractors it can call on for construction work on its homes, with a total estimated value of £250 million. The work covers new builds, regeneration, refurbishment, alterations, extensions, and traditional or design-and-build projects, split into four lots by project size (1 to 5 units, 6 to 15, 16 to 49, and 50 or more). This first stage is a pre-qualification questionnaire used to choose which contractors are later invited to tender.
What the buyer wants
• Register on the eTenderWales portal and complete the Stage 1 pre-qualification questionnaire (PQQ), using project code project_64487 and PQQ code pqq_33931. • Choose which lot or lots to apply for, based on project size: Lot 1 (1 to 5 units), Lot 2 (6 to 15 units), Lot 3 (16 to 49 units) or Lot 4 (50+ units). • If shortlisted, submit a full tender in Stage 2.
Lots
- Lot 1: Projects consisting of 1 to 5 units
- Lot 2: Projects consisting of 6 to 15 units
- Lot 3: Projects consisting of 16 to 49 units
- Lot 4: Projects consisting of 50+ units
Requirements
What could rule a small business out: The notice does not set out specific financial or experience thresholds, but because the framework is worth £250 million and Lots 3 and 4 cover projects of 16 or more units, a small business without a track record on schemes of that size would most likely be ruled out of those lots, and every applicant must complete the PQQ on eTenderWales to be considered.
Always check the tender documents.
How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
