In plain English
Derby City Council is setting up a Dynamic Purchasing System (DPS) to buy support and accommodation services for vulnerable adults with complex needs such as learning disabilities, mental health issues, physical disabilities, and autism. They're looking for providers across three separate service types: Supported Living (help in people's own homes), Supported Housing (integrated housing plus support), and Accommodation Only (landlords providing housing only).
What the buyer wants
• Lot 1: Deliver care and support to adults with complex needs living in their own tenanted housing or homes (support is separate from housing) • Lot 2: Provide integrated packages combining housing and support services for eligible adults (housing and care are linked); providers must be registered with the Regulator of Social Housing • Lot 3: Supply suitable accommodation for people with support needs; Derby City Council will not contract directly, customers contract with landlords directly via tenancy agreements
Likely requirements
Our reading of the notice. Always check the tender documents.
This contract is heavily skewed towards registered care and housing providers. Most small tradespeople (cleaners, electricians, builders) cannot bid directly. For Lot 2, you must be registered with the Regulator of Social Housing, which rules out almost all small independent operators. For Lot 3, Derby City does not contract directly, so you would need to be registered with tenancy agencies or housing associations. Only existing specialist support or housing providers should apply.
How to bid
This is a Dynamic Purchasing System: an open list of approved suppliers. You can apply to join at any time while it runs, and once accepted you can bid for the individual contracts the buyer runs through it.
