Scotland Excel is setting up a national framework agreement to supply trained and vetted social care agency workers to councils and care providers across Scotland. Three lots are available: care roles (care assistants, support workers, housing assistants, senior carers), professional roles (social workers, occupational therapists, managers), and ancillary roles (domestic assistants, cooks, kitchen assistants, handypersons, bus escorts). This is a framework agreement, meaning suppliers who are approved can then be called upon to provide workers as needed, but there is no guaranteed minimum volume of work.

Requirements
What could rule a small business out: Most small agencies will struggle here because this is a large-scale national framework agreement worth up to £100 million across Scotland: you will need proven experience managing multiple trained and vetted workers, robust HR and compliance systems, and the financial capacity to operate at scale. Sole traders and micro-businesses without existing agency infrastructure will find it very difficult to meet the quality and process standards required.
