In plain English

Scotland Excel, a buying group for Scottish councils, is setting up a large framework (a pre-approved list of suppliers) for foster care and continuing care for children and young people who cannot live with their own families. Councils will be able to place children with approved foster carers through this framework, with an estimated total value of £345 million. The notice does not guarantee any specific amount of work to any supplier.

What the buyer wants

• Approved fostering providers able to supply family placements for children and young people, in two service levels: a standard service with routine support, and an enhanced service for children with additional health, emotional or psychological needs. • Suppliers must show high-quality, well-trained carers, safeguarding and support arrangements, scored at 80% of the evaluation, with price scored at 20%. • Suppliers must meet the framework's entry requirements and pass exclusion checks under Regulation 58 before they can be appointed.

Likely requirements

Our reading of the notice. Always check the tender documents.

The scale of the framework, the quality-weighted scoring, and the need for Care Inspectorate registration and specialist enhanced-service capability mean that any provider without an established, inspected fostering service and a strong track record of care delivery would struggle to be appointed.

How to bid

This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
