In plain English
The Scottish government is creating a framework agreement (RM4S) that allows public sector organisations across Scotland to buy refurbishment, repair, maintenance and modernisation services for buildings. They are appointing multiple contractors across different trade types and regional areas, with a total potential value of £900 million over the framework period.
What the buyer wants
• Provide refurbishment, repair, maintenance and modernisation services across multiple trade categories including painting and decorating, electrical works, kitchens and bathrooms, damp and mould remediation, stoneworks, reactive repairs, grounds maintenance, and multi-disciplinary works • Work across five regional areas of Scotland: North Eastern, Highlands and Islands, Eastern, West Central and Southern • Meet all requirements in the Framework Agreement and comply with procurement legislation when delivering call-off contracts to individual public sector clients

Likely requirements
Our reading of the notice. Always check the tender documents.
This is a framework agreement, not a direct order. You will need to win individual call-off contracts from public sector clients to earn revenue, and you must be one of the top 10 bidders in your chosen lots and regions to be appointed initially. Most small builders will struggle with the application complexity, insurance requirements, and the waiting period before actual work materialises.
How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
