In plain English
Places for People (a housing provider) is setting up a large framework to hire contractors for major works across their properties over four years. The work includes replacing windows, doors, roofs, kitchens, bathrooms, electrics, boilers and heating systems across 11 UK regions, split into 33 separate contract lots. The total framework is worth around £156 million but individual contractors may get varying amounts of work with no minimum guaranteed.
What the buyer wants
• Supply and install replacement windows, external doors, roofline components (fascia, soffits, gutters, rainwater goods) including surveys, removal of old components, glazing, ironmongery, testing and certification • Carry out internal component works: kitchens, bathrooms, electrical rewires, plumbing, sanitaryware, finishes, testing and certification (may need to use Places for People's nominated suppliers for some items) • Replace and service boilers and heating systems including surveys, removal, new boilers, emitters, pipework, controls, flushing, testing, commissioning and certification • Perform associated ancillary works: making good, minor remedial works, access provision and resident liaison as needed

Likely requirements
Our reading of the notice. Always check the tender documents.
Most small sole traders will struggle because this is a regional framework covering potentially hundreds of jobs per lot: you need capacity to staff multiple sites simultaneously, strong safety systems, insurance for large values, and experience managing complex multi-trade programmes in occupied homes. The framework also requires you to be available for a 4-year commitment with no guaranteed minimum work, which is high risk for small firms.
How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
