In plain English
Brent Council wants an organisation to run a free, independent service that helps people complain about health care or treatment they received from NHS services, and sometimes from social care services. The advocate supports the person, and their family, carer or representative, through each stage of the relevant complaints process until the issue is resolved. The contract runs from April 2027 to March 2030 and is worth about £300,000, with an option to extend by up to two years.
What the buyer wants
• Provide a person-centred advocacy service that empowers clients, their families, carers and representatives to make and pursue complaints about NHS and social care services. • Guide clients through each stage of the relevant complaints procedure, from the provider's own process through to escalation to the Parliamentary and Health Service Ombudsman or the Local Government and Social Care Ombudsman, and help them reach a resolution. • Keep clear records, report on activity and outcomes to the council, and manage the service within the agreed budget for the full term.

Most small businesses without a track record of delivering independent advocacy or complaints support to vulnerable people in health or social care would be disqualified, because the evaluation will weigh proven experience and safeguarding capability heavily.
