In plain English
Wirral Council, working with Procure Partnerships, is setting up a four-year framework of pre-approved property development partners for public bodies across England. Councils, NHS trusts, universities, housing associations and other public bodies with land or regeneration projects can then award individual projects to these partners, from master planning and planning permission through to construction and handover. The framework is split into 63 lots by English region and project value.
What the buyer wants
• Take on full development risk under a Development Agreement, covering land assembly (where applicable), securing planning permission, design and procurement of the supply chain, and construction through to practical completion and handover. • Deliver projects through the delivery models listed in the notice, including Development Agreements, Joint Ventures, Special Purpose Vehicles and Limited Liability Partnerships, or provide pre-development and feasibility support. • Support projects across the full development lifecycle, from master planning to delivery and, where applicable, aftercare, within the regional lots they apply for.

Requirements
What could rule a small business out (our reading of the notice, written with AI): The notice describes partners taking on full development risk, including land assembly, planning and construction through to handover, under structures such as Forward Funding and Joint Ventures or Special Purpose Vehicles, with lots covering projects up to £50m and above, so a small business without the capacity to carry that level of risk and scale would most likely be ruled out.

How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
