In plain English
Eastern Procurement is establishing a large multi-supplier framework to provide heating, electrical, mechanical and decarbonisation works to domestic and non-domestic properties. They want contractors who can install, repair, maintain and upgrade heating systems (boilers, heat pumps, solar thermal, etc.), electrical systems (rewiring, consumer units, fire detection), and associated services across the UK.
What the buyer wants
• Supply, install, replace, upgrade and maintain heating systems including gas boilers, heat pumps, biomass systems, solar thermal and other renewable technologies • Provide electrical works including rewiring, consumer unit upgrades, inspection and certification, fire detection and alarm systems • Deliver servicing, safety checks, planned maintenance, emergency repairs and 24/7 breakdown services for heating and electrical systems • Comply with landlord safety and legal requirements for heating and electrical installations
Likely requirements
Our reading of the notice. Always check the tender documents.
This is a framework valued at over £1 billion with no lot division: only large multi-disciplinary contractors with capacity to cover heating, electrical and mechanical work across multiple regions simultaneously will qualify. Most small businesses (solo traders, single-discipline firms) will be automatically excluded due to scale, insurance requirements, and need to hold multiple specialist accreditations.
How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
