A firm is needed to write a five-year plan that helps three Pakistani disaster response bodies in Khyber Pakhtunkhwa province (the Provincial Disaster Management Authority, Rescue 1122 and the Civil Defence Directorate) work better. The plan will cover how they run their finances, staffing, IT systems and disaster risk work, and the winning firm will then help put the plan into action over about nine months. The work is funded by the UK Foreign, Commonwealth & Development Office (FCDO) and run by DAI, a development contractor.

What the buyer wants

• Deliver an inception stage, then a diagnostic review of institutional, financial, HR and digital systems across the three agencies, validated with the client. • Produce a five-year Institutional Strengthening Plan for each agency, with a fixed-price, deliverables-based payment structure, and then provide early implementation support if commissioned. • Field a team of four named key persons (Team Lead, Public Financial Management Expert, Digital Systems and ERP Expert, and DRM Expert), plus HR management and GIS expertise, based in Peshawar with field visits across the province.
