In plain English

Tower Hamlets council wants one provider to run its whole adult drug and alcohol service, from treatment and prescribing to recovery support and criminal-justice-linked care. The contract is worth about £36.85 million over three years, with options to extend for up to two more years.

What the buyer wants

• Act as the single accountable provider for the full adult drug and alcohol treatment and recovery pathway in Tower Hamlets, including prescribing, psychosocial support, outreach, recovery support, employment support and agreed criminal-justice functions. • Deliver joined-up pathways for rough sleepers, hospital patients, people with mental health needs, families, 18-25 year olds and digital access, with strong harm-reduction practice throughout. • Work with services kept outside the contract (such as Reset Discovery, P-RESET, Barts/ELFT, children and young people provision and council-retained criminal-justice functions) within a £7.37 million annual budget, starting 25 October 2027.

Likely requirements

Our reading of the notice. Always check the tender documents.

The contract is a single £36.85 million service requiring one provider to run clinical prescribing, treatment, outreach and criminal-justice-linked functions across the whole borough, which is out of reach for most small businesses unless they could lead a large consortium.
