In plain English
Newham Council is setting up a purchasing list of approved providers for children in care, care leavers, and young people who are homeless or at risk of homelessness. This round covers Lot 4, which is independent fostering agencies regulated by Ofsted, so the council will place children with approved foster carers through these providers. Suppliers can apply to join the list at any time, but the council only assesses applications when a round is open.
What the buyer wants
• Be an independent fostering agency registered with Ofsted and able to show it meets the fostering standards for children's services. • Show the capacity, staffing, and safeguarding arrangements to recruit, assess, support, and supervise foster carers for looked after children and young people. • Submit a tender response covering experience, quality of care, safeguarding policies, financial standing, and pricing, which the council will score against its award criteria.
Likely requirements
Our reading of the notice. Always check the tender documents.
Not being registered with Ofsted as an independent fostering agency, or lacking the staff, carer pool, and track record needed to safeguard and support children in placement, would rule out most small businesses.
How to bid
This is a Dynamic Purchasing System: an open list of approved suppliers. You can apply to join at any time while it runs, and once accepted you can bid for the individual contracts the buyer runs through it.
