In plain English
West Yorkshire Combined Authority is setting up a dynamic market to buy franchised bus services. Bus operators can apply to join this market and then bid for contracts to run bus routes, either using council-owned depots and buses (Tier A) or their own facilities (Tier B and C).
What the buyer wants
• Operate franchised bus services on routes specified by the Combined Authority • Either use Authority-owned depot and fleet (Tier A) or provide your own depot and fleet (Tier B and C) • Meet service standards and performance requirements set out in individual tender documents
Lots
- Part A - Authority Provided Depots
- Part B and C - Operator Provided Depots
Likely requirements
Our reading of the notice. Always check the tender documents.
This is for bus operators only, not small construction or service trades. You must be a bus company with experience running passenger services. The application deadlines are 19 September 2025 (Tier A) and 3 October 2025 (Tier B and C), and missing these means you cannot bid in Round 1.
How to bid
This is a Dynamic Purchasing System: an open list of approved suppliers. You can apply to join at any time while it runs, and once accepted you can bid for the individual contracts the buyer runs through it.
