In plain English

Burnley Borough Council is looking for multiple contractors to handle repairs and maintenance work on their buildings over the next four years, starting April 2027. The work is split into 25 separate specialist areas (called 'lots'), from general building repairs and roofing through to electrical, plumbing, asbestos removal, and cleaning services.

What the buyer wants

• Supply and carry out reactive (emergency and urgent) repairs and maintenance across the council's property portfolio • Work can be general building fabric (small jobs under £10k) or specialist trades like electrical, plumbing, HVAC, roofing, and fire safety • Meet the council's quality, safety and compliance standards, and be ready to respond to repair requests across multiple building types

Lots

Likely requirements

Our reading of the notice. Always check the tender documents.

This is a framework contract with 25 separate lots: you cannot win the whole thing, only the specialist areas you qualify for. Most small trades will only be viable for 1-2 lots. You must prove experience delivering reactive maintenance for local authorities or similar large organisations, hold relevant insurance and accreditations, and be able to respond to urgent call-outs. The £3.8m total budget is spread across all lots over four years, so individual lot values will be much lower than that headline figure.

How to bid

This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
