In plain English

Bradford Children & Families Trust wants to hire an independent visitor to inspect nine children's homes monthly, check on child safety and welfare, and produce formal reports. The contract runs for three years (with a possible one-year extension) and is worth up to £240,000.

What the buyer wants

• Conduct monthly unannounced and announced visits to children's homes at varied times, including evenings, weekends and holidays • Assess quality of care, child safeguarding, welfare promotion, leadership and physical environment • Engage directly with children, young people, staff, families and professionals to capture their views and experiences • Produce detailed, statutory Regulation 44 reports after each visit, identifying strengths, risks, and improvement actions • Collaborate with the Trust on continuous improvement and quality assurance across residential services

Requirements

Named in the buyer's notice:

What could rule a small business out: This contract is effectively closed to most small trades businesses: it requires specialist expertise in children's residential care regulation, safeguarding inspection and Ofsted compliance. An electrician, cleaner, or general tradesperson cannot bid. Even small social enterprises will need demonstrable experience delivering Regulation 44 visits or equivalent inspection/quality assurance roles in children's services.
