In plain English
This is a framework agreement, which is a pre-approved list of contractors that public bodies in Scotland can call on without running their own full tender. It covers refurbishment, repair, maintenance and modernisation work on residential and non-residential buildings across 15 lots, split by trade, value band and five regions. The estimated total value is £900 million.
What the buyer wants
• Bid for one or more lots and regional areas, following the procurement documents, and be one of up to 10 appointed companies per lot and region if enough qualifying bidders come forward. • Deliver refurbishment, improvement, repair, maintenance and modernisation works, goods and associated services when called off by eligible public sector clients. • Be able to work across the lot's scope, which may include planned and reactive maintenance, component replacement, compliance-led works, accessibility adaptations, and external and environmental works.

Requirements
What could rule a small business out: The notice caps appointments at 10 companies per lot and region with no reserve list, and the higher value bands (£500k to £2m and £2m and above for kitchens and bathrooms, £750k and above for multi-disciplinary works) are aimed at larger contractors, though the notice does not set out the qualification criteria in the text provided, so check the procurement documents before assuming you are eligible.
Always check the tender documents.
How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
