In plain English
Surrey County Council wants to buy passenger transport for children who need free or subsidised travel to and from school, under its Home to School transport duties. The contract has an estimated value of £595,200,000 and is split into three lots: standard transport, enhanced needs transport, and complex health transport.
What the buyer wants
• Provide vehicles from saloon cars up to large 90-seat coaches, as set out in Section 3 of the service specification (Appendix 1), for standard routes (Lot 1) and enhanced needs routes (Lot 2), including complex special educational, behavioural or disability routes, routes into specialist SEN schools, and entire geographical areas. • Deliver an enhanced level of customer service where a special school or parent requires it (Lot 2). • For Lot 3, transport children with basic health needs such as epilepsy and diabetes, including administering medication and applying a care plan, with any additional training and insurance the notice requires, and for complex health needs, provide support in regulated activity from a supplier with appropriate CQC registration.
Lots
- Lot 1. Standard Transport Services
- Lot 2. Enhanced Needs Transport Services
- Lot 3. Complex (Health) Transport Services
Requirements
What could rule a small business out: The very large estimated value, the range of vehicles up to 90-seat coaches, the spread across three lots, and the CQC registration needed for complex health needs under Lot 3 would most likely rule out a small business, which would need to show scale, the right vehicles and, for Lot 3, regulated healthcare registration.

How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
Where to apply
The notice doesn't name a website for bids. Ask the buyer how to apply, using the contact on the official notice.
