In plain English
Lancashire County Council is setting up a four-year framework of professional consultants to support its school capital works and building maintenance programme. The consultants will top up the council's in-house team, with external work expected to be worth around £25 million a year, or £100 million over the four years, and suppliers will re-price every year.
What the buyer wants
• Provide design, engineering, surveying, supervision or project management services under one or more of 11 lots, including architect-led full design teams, structural engineering, CDM Principal Designer, quantity surveying, site supervision, building surveying, project management, landscape architecture and drainage engineering. • Work alongside the council's in-house team on school capital projects, with services called off as funding becomes available. • Re-price your services every year to remain competitive within the framework.

- Architect led teams (full teams) to provide coordinated multidisciplinary design and contract administration for packages £1,000,000 and under

Requirements
What could rule a small business out: The notice requires a suitably qualified and insured design team, and the full architect-led lots must lead and manage multidisciplinary teams on projects over £1 million, so a small firm without the right qualifications, insurance or multidisciplinary capacity would likely be ruled out.

How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
Where to apply
The notice doesn't name a website for bids. Ask the buyer how to apply, using the contact on the official notice.
