In plain English
Public Services Delivery Scotland, on behalf of NHS Scotland health boards and related bodies, is setting up a framework agreement (a pre-approved list of suppliers that buyers can order from) for injection equipment for people who use drugs, including performance and image enhancing drugs. It covers pre-packed single-use kits, individual items such as needles, syringes, swabs, sharps containers and spoons, and naloxone products, with an estimated total value of £4 million.
What the buyer wants
• Supply and deliver pre-packed harm reduction kits and individual injection equipment items that meet the Scottish IEP (Injecting Equipment Provision) guidance, with products listed in the tender pack contents descriptions. • Provide naloxone products for administration by approved services across all Participating Authorities in Scotland. • Optionally submit innovative harm reduction products for the unscored Innovation Lot, which can only be awarded to suppliers who also win at least one of the main product lots.
Lots
- Pre-packed equipment for single use for people who use drugs including Performance and Image Enhancing Drugs as defined in section 5.2.14 of the IEP guidance IEP-in-Scotland-GPG-SDF-PHS-Oct-2021.pdf
- Harm Reduction Innovation Lot (to include inhalation devices pertinent to changes under consideration by the Authority) (unscored).
- Individual Items for use by people who use drugs as defined in section 5.2 of the IEP guidance IEP-in-Scotland-GPG-SDF-PHS-Oct-2021.pdf
- Combination Lot
- Naloxone products supplied to approved services which conform to UK Government Guidelines.
Likely requirements
Our reading of the notice. Always check the tender documents.
Most small businesses would be disqualified by the need to hold medical device quality certification (ISO 13485) and MHRA registration for regulated needles, syringes and naloxone, alongside the capacity to pack and deliver nationwide to all NHS Scotland health boards at volume.
How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
