In plain English
The East of England NHS Procurement Hub is setting up a framework worth about £20 million to supply independent investigators, advisers and reviewers. NHS England teams and other authorised NHS commissioners will use it to commission independent, system-based investigations and learning reviews of patient safety incidents and services.
What the buyer wants
• Supply suppliers who can provide independent investigation, advisory and review services across six lots: specialist advisers (investigation lead, specialist clinical or subject matter expert, systems-based learning expert, patient and family liaison), quality governance review, systems-based learning responses, thematic reviews, pathway or service reviews, and safety action reviews. • Provide investigation leads for high-profile, complex cases, often at regional or national level, and specialist clinical advisers with expertise in the relevant field. • Provide compassionate, trauma-informed patient and family liaison, including for sensitive or contentious cases involving several stakeholders.

Requirements
What could rule a small business out: The notice does not set a minimum turnover, insurance or certification requirement, but the lots call for senior, specialist experience in leading complex, high-profile NHS investigations across multiple organisations, which would likely rule out most small businesses without an established track record in this area.

How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
Where to apply
The notice doesn't name a website for bids. Ask the buyer how to apply, using the contact on the official notice.
