What could rule a small business out: This contract is for research and evaluation expertise, not for a trade, craft or practical service. It will disqualify builders, cleaners, electricians, plumbers and other tradespeople unless they have a research or evaluation arm. You must have demonstrable experience in programme evaluation, mixed-method research and social care knowledge; generic business experience will not be enough.
