In plain English

Medway Council is hiring a contractor to manage and maintain their entire highway network for the next contract term starting August 2027. This includes roads, footways, streetlights, bridges, the Medway Tunnel, and over 91,000 other assets across 845km of adopted highways.

What the buyer wants

• Operate and maintain Medway's complete highway network including routine maintenance, repairs, and management of critical infrastructure like the Medway Tunnel • Manage approximately 27,007 streetlights and 406 bridges and retaining walls • Maintain 845km of adopted highway and 1,100km of adopted footway plus 91,000 other highway assets • Provide technical expertise to safely operate a network with a gross replacement value of approximately £2 billion

Requirements

What could rule a small business out: This contract is worth £110 million and requires the contractor to manage a highly complex, critical national asset (the Medway Tunnel). Only large, established contractors with proven experience managing major highway networks and critical infrastructure will be considered. Small independent tradespeople and most SMEs will not meet the experience, financial, and insurance requirements.
