In plain English

Kent County Council is setting up a framework of finance companies that can lease equipment to NHS organisations, with an estimated total value of £400 million. The equipment covered includes medical scanners and treatment machines, IT and network kit, ward and estates equipment, green energy systems and vehicles, and the framework allows individual NHS bodies to order leases from the approved providers.

What the buyer wants

• Suppliers must be financial lessors able to fund leases for a very wide range of NHS equipment, with a Capped Funding Solution option where the rental is subject to a set cap • Bidders must show they can offer leasing terms and manage the lease arrangements throughout the contract period for NHS and other public sector customers • Successful lessors would be appointed to the framework and then compete for, or be awarded, individual call-off contracts from NHS organisations as they need funding

Likely requirements

Our reading of the notice. Always check the tender documents.

The framework is worth £400 million and requires regulated finance capacity, a strong balance sheet and public sector leasing experience, which most small businesses cannot provide.

How to bid

This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
