In plain English
Swansea Council is looking for organisations to deliver community support activities that help unemployed or inactive residents get healthier, more confident, and ready for work or training. The council will set up a framework agreement with multiple suppliers across four different service areas: health and wellbeing, education and skills, creative activities, and other support services.
What the buyer wants
• Deliver accessible, community-based activities in one or more of four areas: physical and emotional health (counselling, fitness, resilience building), education and employability (skills training, volunteering support, learning), creative and cultural activities (arts programmes, confidence building), or other relevant support addressing gaps in local provision • Support economically inactive residents to improve health, wellbeing, confidence and social connection • Work alongside existing local services, health providers, charities and employers to create a joined-up support network

Likely requirements
Our reading of the notice. Always check the tender documents.
This is not a traditional trade contract: it requires proven experience delivering community health, education, creative or social support services. Most tradespeople (builders, electricians, cleaners) will not qualify unless they have worked extensively in community engagement, youth work, counselling, training delivery, or arts provision.
How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
