Leeds City Council is looking for up to 2 contractors to join a closed framework to carry out fire safety works on housing and non-housing buildings across Leeds over 3 years (with an optional 1-year extension). Work includes fire stopping, compartmentation, fire doors, and related fire safety remediation.

What the buyer wants

• Survey properties before works begin and assess fire safety defects • Install fire stopping materials, compartmentation systems, fire door sets, loft hatches, fire sleeves, and sealants • Take before and after photographs of all fire stopping work • Install fire blankets and fire batting where needed • Provide certificates of compliance after work completion • Support the development and implementation of fire strategy plans • Sign off and approve work once completed • Carry out maintenance on fire doors (non-housing only) and remediation work on a schedule of rates basis

Likely requirements

Our reading of the notice. Always check the tender documents.

This is a closed framework: you can only bid if you participated in the Preliminary Market Engagement exercise published on 16 January 2026, which has already passed. New suppliers cannot join. Additionally, you will need substantial fire safety accreditation and proven experience on similar council-scale projects, which excludes most newly-formed businesses.

How to bid

This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
