In plain English

Birmingham City Council wants an independent research organisation to spend about four months talking to residents, travelling with them on their everyday journeys, and watching how they get around. The aim is to understand why many people in the city rely on cars, especially in communities facing transport barriers, and to use those findings to shape future street and travel improvements.

What the buyer wants

• Carry out ethnographic research (in-depth, long-term study of people in their own settings), including interviews, accompanied journeys on foot, by bike, by bus or by car, and observation of street conditions. • Recruit and engage a diverse range of Birmingham residents, including those experiencing transport inequality, and produce detailed participant case studies. • Deliver a written report with clear insights that feed into the design and co-design of Healthy Streets interventions and the wider Birmingham Transport Plan and Road Harm Reduction Strategy.

Likely requirements

Our reading of the notice. Always check the tender documents.

A small business without a demonstrable track record in ethnographic or qualitative research, and without the capacity to recruit diverse participants and manage fieldwork in a short timeframe, would most likely be unable to compete.
