In plain English

South Wales Police and partners want help redesigning how they protect people at high risk of domestic abuse. Currently they run seven separate MARAC meetings (Multi-Agency Risk Assessment Conferences) across different areas, but these are slow, inconsistent and overwhelmed. They want innovative organisations to propose a better way to coordinate safeguarding, which could be technology-based, process-based, or a completely different model.

What the buyer wants

• Propose an innovative approach to replace or significantly improve the current meeting-based MARAC model for high-risk domestic abuse safeguarding • Demonstrate how your solution would make safeguarding faster, more consistent and more effective across South Wales • Show how your expertise and delivery model could work with South Wales Police and multiple partner organisations (councils, health, voluntary sector)

Requirements

Named in the buyer's notice:

What could rule a small business out: This is an innovation challenge, not a straightforward service contract: it requires you to propose and develop a new approach rather than deliver an existing product or service, which means you need significant expertise in domestic abuse safeguarding, multi-agency working, and ideally technology or process design. Most traditional tradespeople (builders, electricians, cleaners) would be disqualified immediately unless they are part of a consortium with safeguarding specialists.
