In plain English

arc21 (a Northern Ireland waste management body) is extending a long-term Dynamic Purchasing System for waste treatment and energy recovery services. This is an extension notice, not a new tender: the DPS now runs until February 2029 instead of October 2026. Companies already on the system do not need to reapply.

What the buyer wants

• Provide treatment, energy recovery, or disposal services for residual waste across four different waste streams (kerbside collections, household recycling centre waste, commercial waste, and other waste including street litter and fly-tipped waste) • Potentially provide collection points, waste loading, and waste transport services within specified geographic ranges • Meet ongoing service requirements across the four separate Lots throughout the contract term

Likely requirements

Our reading of the notice. Always check the tender documents.

This contract is almost certainly closed to new bidders: it is an extension notice only, and the original DPS opened in October 2022. You must have been already approved under the original 2022/S 000-021639 notice to bid; if you were not on that DPS, you cannot join this extension. The contract value (£970m) and infrastructure requirements mean only large waste management operators will qualify.

How to bid

This is a Dynamic Purchasing System: an open list of approved suppliers. You can apply to join at any time while it runs, and once accepted you can bid for the individual contracts the buyer runs through it.
