In plain English
Islington Council is setting up a framework, which is a pre-agreed list of approved providers, for eight years from around October 2027, with an estimated value of £200,000,000. Once providers are on the list, the council will award individual contracts for supported housing (where residents have their own tenancy and receive support) and floating support (help delivered in homes, the community or council buildings, including street homelessness outreach).
What the buyer wants
• Provide supported housing, meaning accommodation-based care, support and supervision that helps residents live as independently as possible in the community, including help with tenancies, daily living skills and accessing community services. • Provide floating support, meaning non-accommodation support to help people manage their tenancy, delivered in their own homes, in the community or in council settings such as Access Hubs and libraries, including street homelessness outreach. • Work towards shared outcomes co-designed with residents: tenancy sustainment, reducing homelessness, health and wellbeing, and greater independence.
Lots
- Complex long-term supported living
- High Support Transitional Supported Accommodation
- Medium to Low Support Transitional Supported Accommodation
- Floating Support Services
Requirements
What could rule a small business out: The notice sets no minimum or maximum number of providers and does not state specific financial, experience or insurance thresholds in the text provided, but the £200,000,000 value over eight years and the need to deliver both accommodation-based and street outreach services at scale would likely rule out smaller businesses unless they can work through a partnership or subcontracting arrangement.

How to bid
This is a framework: the buyer picks a set of suppliers now and awards work to them over several years. If you are not on it when it is awarded, you usually cannot win work from it until it is re-tendered, so this is the window to bid.
